The issue is that of a "zoo"; that humans should keep animals in cages for entertainment or education. There are cultural considerations as well, Asian vs. Western, but lots of animal abuse occurs in the West.
There are definitely too many animals. About half are in pens and 7 in solitary confinement cages. The rest roam freely in a large enclosure that you can stroll through. There are signs all over forbidding photographs of the animals in cages. Rather than threatening messages, the operators should ask themselves why visitors are inclined to post negative reviews. Nowhere have I read that there is a veterinarian on staff, or that the foxes are neutered or spayed to control their population. Why is it that so many are in cages in large numbers? The optics aren't great. And what about those goats in that small pen? They're bleating ALL the time. They obviously don't like their situation.
I would give this a 1-star rating except that the keepers genuinely seem to care about the foxes. As a for-profit enterprise, it's as exploitive as any other. They have a cuddle program to keep the visitor numbers up where you can hold kittens and do the kawaii thing.
Foxes are gorgeous creatures and held in mystical reverence by the Japanese which makes you wonder why they would put deities on display in such conditions. Would the animals be better off in the wild? I don't know...
The bottom line is to make sure you know what your moral compass tells you and steer towards, or steer away.

Extremely poor living conditions, causing the animals to fight each other for food. Short chains, small cages, and sicknesses. Tourists come into physical contact with captive wild animals. Shame on TripAdvisor for promoting an attraction that supports animal cruelty.

DO NOT GO HERE. There are too many foxes for the space. They have swollen eyes, limps and many were missing tails. They are fighting under fed and fight for food. If I could give this place a zero I would. My friend brought me here because I love animals and I wish I had looked into it more. I feel like I just paid to see animal abuse and I am sick to my stomach. I pray this place gets shut down. Shame on the owners.

The people who manages this place feels like a local yakuza. Racist and Unprofessional. They don’t have any respect for their customers

Horrible run down collection of shacks where they are exploiting animal welfare for money. There is an open area for the foxes but its rammed full and not very big. There is also a huge amount of foxes chained up or locked in tiny cages as you go in just for people to look at. Me and my wife wish we’d never contributed to this by going. No-one shows you the bad side because all the staff do not let you take photos other than what they want people to see. Please don’t go and help take this place off the map so the foxes can stop being exploited.

I was VERY concerned having read some of the bad reviews, let me assure you that those reviewers either have no idea what they're talking about/have an agenda/ or possibly saw something that has since been corrected.
All of the animals I saw were in good health, some were bigger some were smaller but all looked healthy. Some foxes are in small cages, because they're in the staging area for petting and or feeding. We stayed for just over 3 hours and it looks like the foxes in the staging area are changed out about every hour. No animals were being kept full time in small cages that I could see. I saw reviews complaining about the smell, well foxes smell and there are quite a few of them there. Staff were removing waste and washing down areas regularly but there is only so much you can do with animals that musk their territory.
The main fox enclosure is very large and while it might seem crowded that was due to all of them wanting to be in the same areas, mostly basking in the sun. There are signs explaining things like how the kits are kept together to get normally solitary animals used to being in groups. Some animals bickered while we were there but I didn't see any serious fighting. Overall we had a great time and are very glad we decided to go and see for ourselves.

I read the reviews on here too late. We were already on our way and since the reviews were a bit mixed we wanted to give it a chance (we were basically there).

A lot of the foxes are trapped in small cages with a sign that says that photography is not allowed. Every space that's a cage of some sort are not allowed to be photographed.

The caged foxes did often not have water and there were too many foxes for the cages.

The foxes were cute and adorable, but all I could feel was sorry for them and their situation and I regret deeply paying for my entry to support this cruelty.

I read very mixed reviews on this place, and I left with many mixed feelings. I'll try to be brief but there's a lot to cover. First of all, we came on a hot day (35C degrees), so pretty much all foxes were sleeping/chilling in the shade which was expected. Right at the entrance there's two foxes sleeping, chained up, which I think they are supposed to "greet" guests at the entrance, and I guess they are being switched every day or so, but I really cannot be sure of that. There were many cages, in total with 20-ish foxes I'd say, mostly one fox per cage, and some of the cages were really small. 😐 I understand that fox mothers that are heavily pregnant or gave birth will be separated from the rest (there were nursing mothers with babies), and that's totally understandable, but I'm not sure about the other ones, the ones without babies - I can only hope and assume that they were separated because they were either sick or recovering from a sickness. Some of the cages were clearly marked as sick foxes (that have worms), but others were not, and that worries me a bit. Someone on the internet wrote that they were in cages because they were shy and needed time to acclimate to humans. One other foreign visitor told me that a staff member told her that "those foxes are too tame and they bothered guests" so that's why they're locked up. In any case, I did feel bad for those poor foxes. People in reviews online also complained about bad smell, but that appears to be a natural fox smell (the same way ferrets have a strong smell too), so I don't see that bit as a fair concern. Same with people saying that the foxes looked "scruffy" - they are probably changing fur from winter coat to summer coat.
The main area of the whole "sanctuary" (although I don't really think it's a sanctuary in the sense that Western world uses this word) was actually pretty great, the foxes seemed ok, they were mostly chilling, playing with each other a bit, and they had tubs of water available in a couple of spots. This main area looked overall clean, and there was plenty of space, many trees and bushes and wooden benches/boxes for the roaming foxes. I was happy with how the main area was looking overall, but my main concern arose when I saw that there appear to be a kind of breeding stations/cages for foxes, and some female foxes were separated there from the rest presumably because they were ready for breeding soon. And for an additional fee a guest can do a "fox hug" and hold a fox cub for a little bit. That concerns me, because... Is the staff breeding those foxes specifically for tourists to come and hold the babies? Or would the foxes breed anyway, so it's better for them to do so under supervision, separate from the rest? I'm really concerned about this
I'm not sure, maybe some animal care workers should chip in on that - the comment section is open!
There's also a much smaller area with some goats and rabbits, but the foxes are the main attraction. I wish I could speak fluent Japanese and ask the staff some questions.
After reading such mixed reviews online I was curious to see and judge for myself, and I gotta say that as much as I love foxes and it was really cool to be that close to them, I am concerned about those foxes kept in cages (I can only hope that those cages are a temporary solution, but I assume they're not), and also about the whole breeding thing.

The animals are in a small area which makes no effort to replicate their natural environment. Some animals are in metal cages. It did not appear to be a healthy environment with some of the animals appearing to suffer from mange.
We are sad that we supported such a place with our attendance.

an explanation to those who say the place stinks foxes have a lot of scent glands especially around their paws and that what causes most of the smells along with urine and poo that the keepers their clean at the end of the day cause i'm sure you don't want your fox experience ruined by someone picking up poo and cleaning urine, also if there are male foxes which there are likely some probably mark trees and such with a territorial scent and to be honest an animal is not going to smell like flowers its just the way they are, and if the fur looks scruffy or poor that's just how they look foxes have lots of thick fluffy fur especially in winter, and all foxes are fed well some just don't see the food fir them and if they don't keepers will show them or just feed the foxes themselves, also if an animal is wounded you should tell a employee there and if you don't that's a bad move on you, any injured foxes would be cared for and taken out to a private area where they can heal that's all its all so bad its the same as any other zoo in the world its just it is
